Airport Link

City North Infrastructure Pty Ltd (CNI) is a wholly State Government-owned company established to manage the procurement of Airport Link on the State’s behalf.

The State Government’s Airport Link Project is Australia’s largest road infrastructure project to cut traffic congestion and bring relief for the motorists and bus users by making it much faster and easier for them to get around Brisbane.

Airport Link is a mainly 6.7km underground toll road planned between Brisbane’s northern suburbs, the airport and the inner city. Airport Link connects to the North-South Bypass Tunnel, Inner City Bypass and local road network at Bowen Hills to the northern arterials of Gympie Road and Stafford Road at Kedron and Sandgate Road and the East-West Arterial in the city’s north-east.

Airport Link comprises two tunnels (one northbound and one southbound) at least 20m apart and up to 50m underground between Windsor and Kedron, and up to 35m underground between Kedron and Clayfield. There is three lanes each way between Bowen Hills and Kedron and two lanes each way between Kedron and Toombul/Clayfield.

On 19th May 2008 the State Government announced BrisConnections, under a Public-Private Partnership (PPP) will finance, design, construct, commission, operate and maintain Airport Link for a period of 45 years.

The Airport Link tunnel impacts on many landowners for acquisition of land either on surface and/or volumetrically. The project has and will continue to liase with landowners, community, residents and businesses that are affected during the development, design and construction of the project to ensure it is delivered on time with minimal community impacts.

SCGroup provided an end-to-end land delivery solution over a period of almost a decade to its client from conception to asset creation completion. A key to this success was the integration of the SCGroup Team into the CNI Project Team with SCGroup having ‘Director’s seat at the table’ ensuring control and responsibility of Project outcomes.

Highlights include on time and on budget delivery negotiation of vacant possession of over 1200 property interests to contractors avoiding expense liquidated damage expenses, coordination of three levels of government agencies for land delivery, the development of innovative delivery model frameworks and support of client in a small number of litigation actions.
