Surat Basin Rail Pty Ltd (SBR) has identified a 204 kilometre rail corridor between Wandoan and Banana which intersects approximately 110 parcels of land with tenure described as freehold, leasehold, reserves, unallocated state land, roads and sock routes and non-tidal boundary watercourses.

On 24 November 2011, the Surat Basin Infrastructure Corridor State Development Area (SDA) was declared by a regulation made under the State Development and Public Works Organisation Act 1971 (SDPWO Act) which allows the Coordinator-General (CG) to regulate land use in the SDA and acquire land, or an interest in land, within the SDA to establish a rail corridor.

SBR provided the Office of Coordinator-General (OCG) with the ‘Land Acquisition Justification Report’ dated 22 November 2011 to provide justification for the CG to exercise powers under the SDPWO Act to undertake the acquisition of land required for the project and as such, Notice of Intention to Resume (NIR) were issued to all directly affected landowners (DALO) and other parties.
